How Foreigners Can Renew/Reissue Their Permanent Residence Card!

The new version of the Permanent Residence Permit for Foreigners of the People’s Republic of China will be officially issued and put into use from 1 December. The following is information on how to renew and reissue a permanent residence permit.
Terms for Application
The permit holder should come to apply for renewal or reissuance if Foreign Permanent Resident ID Card expires, or it is altered, damaged or lost, and without being disqualified for permanent residency in China.
Documents Required
(1) Complete Application Form for Renewal or Reissue of the Permanent Residence Card, and provide 2 copies of two-inch recent photos (Read the Notice for more details).
(2) If the card is about to expire, the holder should apply to renew no less than 30-days before the expiry date.If there are special circumstances, an application for early renewal or replacement can be submitted to the Exit and Entry Administration department.Valid passport and Permanent Resident ID Card and 2 copies of each should be submitted
(3) If the content on the card needs to be altered, the holder should apply to renew within one month (no less than 30 days) after the change. A valid passport and Permanent Resident ID Card and proofs of information change are required, and 2 copies of each should be submitted. Documents issued abroad should be verified by the Embassy/Consulate General of China.
(4) If the card is damaged and needs to be reissued, a valid passport and Permanent Resident ID Card and 2 copies of each should be submitted.
(5) If the card is lost and needs to be reissued, a valid passport and 2 copies of this, and 2 copies of the former Permanent Resident ID Card, and a statement of loss plus 1 copy of this should be submitted.
(6) If the former Permanent Resident ID Card was issued in another province or city of China, proof of living in Shanghai such as Registration Form of Temporary Residence, house property certificate or certificate of employment (education) of the applicant(or the applicant’s spouse) should be submitted.
Notice
(1) Applicant above 18 years old should come to process the application in person. For those under 18 years old, one of their parents should come to process the application (in case the parents are divorced, the sole guardian parent shall process the application).
(2) The applicant should have their electronic ID photo taken at the social service photo station at the Immigration Service Center of Exit-Entry Administration department. In addition, they need to provide two ID photos taken recently. The photo should be taken in color with a white background. No hats or other obscuring items are permitted, and the full face must be visible. The photo size must be 48mm*33mm, with a facial width of 18mm±1mm, and head height (top of head to top of photo) between 1.5mm~2.5mm. The shirt collar or collarbone should be visible.
(3) The relevant documents issued by overseas authorities must either be verified by the Embassy/Consulate General of China, or be certified by his/her country’s Embassy/Consulate General in China (personal statement is not acceptable).
(4) Certifications in foreign languages should be translated into Chinese and stamped by an eligible domestic translation agency, and a copy of the business license of this translation agency is required.
(5) The applicant can mark down “Need to print Chinese name” in “Others column” of the application form, if he/she hopes to have a Chinese name printed on Foreign Permanent Resident ID Card.
(6) Exit-entry administration of public security organs may, as they deem necessary, require applicants to attend an interview or submit additional supporting documents. Applications which fail to provide the requisite information within the required time will be rejected, unless caused by a force majeure event.

Time for Processing
The application shall be handled and reported to the Ministry of Public Security in 20working days after all the required documents are submitted (Time for investigation is excluded if some items need to be investigated by the Public Security Bureau).

1. Renewal: RMB 300
2. Reissue: RMB 600
